Carol A. Harris

Carol Harris served as in-house counsel for Southern Pacific Transportation Company since 1977. Following the merger with Union Pacific Railroad Company, she joined Union Pacific’s law department as General Commerce Counsel, with offices in San Francisco. She joined Erskine & Tulley in June, 2008. Her practice includes:

  • Transportation law
  • Public utilities regulation
  • Environmental air quality regulation
  • Legislative advocacy

Carol holds an AB from Stanford University, an MA from Humboldt State University, and a JD from Hastings College of Law. She attended Boalt Hall in her 3rd year of law school.

She has represented railroads and pipeline companies before the Interstate Commerce Commission (later the Surface Transportation Board), the Federal Energy Regulatory Commission, the Air Resources Board, and the California Public Utilities Commission and other state public utilities regulatory bodies. Her regulatory litigation experience includes commercial, safety, and environmental regulation. She was a member of the No Net Increase Task Force at the Port of Los Angeles and the Maritime Air Quality Improvement Plan Task Force at the Port of Oakland.

Carol is a former President of the Board of Directors of Pacific Primary School. She sat on the Board of Directors of the California Council for Environmental and Economic Balance and was a member of the Union Pacific Foundation.

Ms. Harris is currently an inactive member of the State Bar of California.
